The pace bowler has claimed 309 wickets in 71 Test matches with an impressive average.
The Australian chair of selectors the selector has stated that skipper Cummins will play a "major part" in the upcoming England-Australia contest.
There were concerns that Cummins might sit out due to a stress fracture in his back that remained unresolved.
Initial reports from team management suggested no definitive call had been made regarding whether he would play, with the Test matches kicking off on the 21st of November in the WACA.
Bailey expressed that Cummins is "building up" and felt positive about the likelihood of taking part.
"We're aware that time is getting short and multiple considerations involved, aside from his injury, but additional elements," he commented.
"We're encouraged. We firmly believe that he's going to play a major part. Ideally starting in Perth. Should that not happen, we'll adjust."
Past Concerns
Cummins was ruled out Australia's limited-overs series against New Zealand and India recently after scans revealed a lumbar bone stress.
Previous incidents include of recurring issues, with setbacks in multiple past seasons leading to absences from several home seasons in a short span.
The bowler mentioned he would be bold in recovery efforts in his comeback strategy to secure his spot for the contest.
Bailey noted that there was no confirmation if the captain had resumed bowling as part of his recovery but admitted it was "getting tight" for him to recover fully for the initial match.
Alternative Arrangements
If he's unavailable, ex-skipper Smith will assume leadership.
The talented all-rounder was withdrawn recently from the national team for their ODI contests against the subcontinent side as a preventive step because of discomfort in his torso.
He labeled it as a "slight concern and mentioned that he's scheduled to appear in the Sheffield Shield, so will be "ideally positioned to resume bowling."
"Considerable effort has gone into creating the schedule for him to participate for the first Test as an dual-role player," the selector detailed.
"He was only going to play the initial matches anyway. How he handles the willow in shorter formats, even if it just sets him back for another day, we opted to approach this more conservatively."
